The Office of Civil Reconditioning and Reeducation (OCR) is a government office operating within the Illuminatia Bureau of Education and Enlightenment (BEE) responsible for assigning and recommending remedial educational programs for adult individuals who might benefit from better facilitation of their meaningful and safe contribution to society.

People receive educational program assignments from the OCR most often as a result of interactions with the Bureau of Punishment and Castigation (BPC), however the Department of Karma Adjustment (DKA) is also known to make referrals as part of karmic transactions. Reconditioning and reeducation programs are seen as a productive and rehabilitating alternative to active punishment or incarceration as a response to modest deviant behaviors or crimes in situations in which the situation is understood likely to be completely correctable.

OCR involvement is heavily preferred in most cases that come to the attention of the BPC. Most often, it is the opinion of the BPC that an individual's reform using corrective and curative educational attention would lead to better outcomes and would ultimately be less resource-intensive than various forms of punishment or incarceration.

Reeducation and reconditioning are considered helpful for people who have reached the age of majority and are therefore considered adult, but were either failed by the primary educational system or suffered a condition or a situation that resulted in social-emotional regression or a loss of education or skills that might have led to the individual's deviant behavior or socially-detrimental conduct. The BEE, through the OCR, takes responsibility for the provision of this additional education.

Reeducation programs can range from ones that are relatively short in duration and involve commuter, non-residential involvement all the way to intensive programs that last for many annual units and require residence at a facility and limited to no contact with outside society.
