The Illuminatia Office of Confidential Apologies (OCA) is a government office operating within the Illuminatia Department of Public Information (DPI). The OCA manages outward strictly private admissions of error, requests for forgiveness, expressions of regret, and other apologies and confessions of fault or acceptance of guilt on behalf of the Illuminatian government and its agencies.

Office of Confidential Apologies communications are rigorously kept private, with only the necessary personnel within the government agency in question and the individual or individuals receiving the apology possessing knowledge of the details of the communique.

While most governmental apologies are handled publicly by the Office of Public Apologies (OPA), the OCA is necessary to handle apologies in which it may be harmful or inappropriate to publicly disclose the details of the situation at hand. In cases in which an individual's or the government's interests may be damaged by the public dissemination of information regarding a situation for which the communication of a government apology is nonetheless necessary, the Office of Confidential Apologies directs the logistical aspects of the communication, ensuring absolute privacy, and auditing the information, documents, and details for confidentiality. Employees of the OCA are commended for exercising the highest levels of discretion in their handling of private information.

The Office of Confidential Apologies is employed when details of an admission of error or guilt might pertain to issues of continental security, proprietary commercial knowledge, unresolved governmental processes not yet subject to public knowledge, information which may interfere with the outcome of a democratic process or an election, special knowledge of Bureau of Punishment and Castigation (BPC) proceedings—particularly in relation to issuance of the corporal destruction penalty, and other matters in which irrevocable public harm or persona embarrassment would come from public disclosure of the apology.
