The Illuminatia Bureau of Lucidian Technologies (BLT) is the government agency that manages access to the science and technologies developed on the Lucidus mission. The BLT benefits from royalty payments made by corporations that license technology derived from the Lucidus mission when these enterprises profit from commercial activities based on this technology.

While a vast preponderance of scientific discoveries and advances made by the Lucidus mission are freely known and widely available for use by the general public, some specific technologies remain under some level of oversight by the BLT when it is deemed that uncontrolled public availability would otherwise harm Illuminatian civilization, threaten public safety, or setback social or scientific progress.

All of the scientific and technological advancement accomplished on the Lucidus mission remains intellectual property of the public at large and is therefore considered a collectively-held resource in the public domain, in much the same way as Illuminatian society looks at natural resources. To that end, the Illuminatian government, through the BLT, manages this public resource in trust through its democratically-derived powers. Royalties collected through the licensing of Lucidian technologies are given back to the Illuminatian people through the BLT through various channels, including reinvestment into further research.

Scientific discoveries and technologies developed using funding from the BLT become intellectual property of the public collectively and enter the public domain, just as Lucidian technologies are also in the public domain.

Influence of the Galaxy Wide Corporation

The BLT remains the sole governmental agency established specifically in reaction to the actions of a single individual or entity. In this case, the BLT was formed to manage a situation brought to light by the Galaxy Wide Corporation, which discovered Lucidian technologies aboard a module of the Lucidus III spacecraft under Randall Bay.

The BLT's first major course of action as a government agency was to reach an understanding with the Galaxy Wide Corporation relating to its discovery of, possession of, and development based upon Lucidian technologies. While some might see the agreements reached to be punitive in nature toward the corporation, the government found itself in a position to cooperate and make concessions to the corporation so that the corporation could continue its course of scientific development and manufacturing based on the newly-recovered Lucidian technology in such a way that such continuing development might benefit the general public at a much more expeditious pace than what could have been accomplished under strict governmental injunctions.

Ultimately, the Galaxy Wide Corporation received permission and rights to use Lucidian technologies, provided fair and proper payment of royalties to the BLT, in exchange for the corporation's investments in discovering and retrieving remains from the Lucidus spacecraft and in exchange for the corporation handing over access to intellectual property relating these discoveries for more free and wide utilization by the general public, as administered by the BLT.
